In 2006 IOEI was incorporated in San Diego, California as a viable SDVOSB.  IOEI is a Subchapter S-Corporation, and has developed an impressive resume and wide range of technical expertise in the environmental services and civil construction market.  IOEI self-performs, subcontracts to larger firms, and partners with other small businesses to provide key resources to successfully execute work.


IOEI Founder Biography

Mr. Mike Bilodeau, founder and CEO of IO Environmental and Infrastructure, Inc., is a certified service-disabled veteran with a diverse and detailed environmental background.  He has over 18 years of experience in environmental clean-up, assessment, remediation, compliance, and installation restoration projects.  After completing his service in the U.S. Coast Guard, he pursued further education and received a degree in Environmental Science from Humboldt State University in 1992.  After graduation he joined the USACE Seattle District working for 5 years as an Environmental Project Manager working all aspects of Environmental Remediation.  He then transferred to USACE, Europe District for a 5-year tour with duties covering drafting the German Final Governing Standards, being deployed in Kosovo during the war, and chairing source-selection boards for both Environmental and Construction contracts totaling over $200 million dollars.  Mr. Bilodeau finished his government career as a Remedial Project Manager and Environmental Compliance Specialist with NAVFAC SW.  His military and government experience lends itself to an in depth understanding of environmental compliance and remediation at federal facilities.  Mr. Bilodeau has specific Military Munitions Response Program (MMRP) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) project experience including technical writing and review, remedial investigation/feasibility study and Record of Decision support, in-situ remediation, source removal actions and site sampling, consensus building, and positive regulatory agency interaction.  Mike provides expert project management and superior technical services for all phases of the environmental clean-up process.  In addition, Mr. Bilodeau’s experience in oversight of environmental construction projects, site investigations, laboratory testing, and GIS services offers a broad knowledge of the Industry.
